Shenzhen Hetao College holds innovation conference, launches 36-member AI alliance

Shenzhen Hetao College held an innovation and cooperation conference on October 17, presenting six research results from its first year. It also launched the Hetao Gravity AI Innovation Consortium, bringing together 36 universities, research institutes and technology companies from China and abroad.

Overview

According to the Shenzhen Municipal Government, the Shenzhen Hetao College Innovation and Cooperation Conference was held on October 17, 2026, attended by Shenzhen Mayor Li Yun. Under the theme "Breaking Boundaries, Merging Wisdom, Co-creating for Shared Success," the conference reviewed the progress the college has made in talent development, research and cooperation among government, industry, academia and research institutes since it was founded a year ago. Representatives of government agencies, universities, research institutes and companies attended.

Six annual research results were presented, and the Hetao Gravity AI Innovation Consortium was officially launched, with an initial membership of 36 universities, research institutes and leading technology companies from China and abroad.

Background

Hetao refers to the area along the Shenzhen River on the border between Shenzhen and Hong Kong. As the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, it sits at the forefront of scientific cooperation between the two cities. During the preparation of China's 15th Five-Year Plan (2026-2030), Hetao has been cited, together with Qianhai, as a major cooperation platform.

Shenzhen Hetao College was established in this zone as a new type of institution that combines research with talent development. Shenzhen has been working to link universities and research institutes with companies and district governments so that research results can reach industry quickly, and the conference served as a showcase for the college's first year of work.

Key Points

  • Six research results: SolarWM, a streaming interactive world model; an AI training platform built on Ascend computing power; Locus, an Ascend-native AI toolchain; AI4Net, a world model for wireless communications; BioMod, a large model for cancer-cell detection and single-cell analysis; and MM-Hand, an open-source dexterous robotic hand. BioMod aims to cut the cost of cancer screening from several thousand yuan to around one hundred yuan.
  • AI Innovation Consortium: 36 initial members. Nine organisations, including Huawei, Tencent, Guangdong Power Grid, Guangdong Mobile and SenseTime, took part in the unveiling of joint and innovation laboratories.
  • Strategic cooperation: agreements were signed with departments of Futian, Longgang and Yantian districts, and research-platform cooperation was agreed with institutions including the Chinese University of Hong Kong, Shenzhen, the Shenzhen Medical Academy of Research and Translation, Shenzhen Bay Laboratory and the Shanghai Jiao Tong University Shenzhen Research Institute.
  • Investment and incubation: the college partnered with investors such as Shenzhen Capital Group on incubation and investment, and appointed 15 industry mentors.

The strategic partners include the Futian District Health Commission, the Futian District Government Services and Data Management Bureau, the Longgang District Artificial Intelligence (Robotics) Office and the Yantian District Science, Technology and Innovation Bureau, covering concrete application areas such as healthcare, government data, robotics and technology policy. The aim appears to be to test research results first in local administration and healthcare settings and move them quickly into practical use. On the investment side, Shenzhen Angel, Shenzhen-Hong Kong Sci-Tech and Futian Capital Group also joined the cooperation.

Implications for Japan-Shenzhen Exchange

The research themes, including world models, communications, medical AI and robotic hands, overlap with areas in which Japanese universities and companies are also investing heavily. The consortium is said to include members from both inside and outside mainland China, suggesting that an international research cooperation framework centred on the Shenzhen-Hong Kong border area is expanding.

Shenzhen's tendency to bring research institutes, local governments, investors and major companies together to accelerate commercialisation is drawing attention as a point of comparison with Japan's approach to industry-academia collaboration. Results released as open source may also be directly accessible to Japanese researchers and developers.

Outlook

The consortium was described as a "first batch," and whether more organisations join will be watched closely. Details on when the research results will be put into practical use, or on specific joint research with overseas institutions, have not yet been made public.

From the Association

The Association will continue to follow science and technology cooperation in Hetao and elsewhere in Shenzhen. We will keep sharing information and creating opportunities for exchange to support mutual understanding between universities, research institutes and companies in Japan and Shenzhen.
